The application has the uninstaller built into it, so if that item has
been dragged into Trash without running the uninstaller to get
the other parts removed correctly, you would have to download
the app again to get that uninstaller...

uninstaller is required to remove the parts you can't see. Since
Little Snitch has/had earlier versions, some of the documentation
may vary online from that which accompanied a later version.
A simple search of their product site or the application's Help in

the parts of an application from other places than the Application folder.

Little Snitch is a firewall application and, as you may know, your Mac has a built-in firewall that you can turn on and use to quietly block unauthorized incoming network connections. So why buy a separate app if you already have something built-in? However, your installed Little Snitch 4 version will then no longer be loaded on macOS Big Sur and must be upgraded to Little Snitch 5. → Download Little Snitch 5 for macOS Big Sur When you upgrade to Little Snitch 5, the existing, outdated installation will be automatically removed (this requires a restart of the computer for one last time).

Little Snitch is a host-based application firewall for macOS. It can be used to monitor applications, preventing or permitting them to connect to attached networks through advanced rules. It is produced and maintained by the Austrian firm Objective Development Software GmbH.

Unlike a stateful firewall, which is designed primarily to protect a system from external attacks by restricting inbound traffic, Little Snitch is designed to protect privacy by limiting outbound traffic.[2] Little Snitch controls network traffic by registering kernel extensions through the standard application programming interface (API) provided by Apple.[3]

If an application or process attempts to establish a network connection, Little Snitch prevents the connection. A dialog is presented to the user which allows one to deny or permit the connection on a one-time or permanent basis. The dialog allows one to restrict the parameters of the connection, restricting it to a specific port, protocol or domain. Little Snitch's integral network monitor allows one to see ongoing traffic in real time with domain names and traffic direction displayed.
